The Waste Reduction and Recycling Support (WRARS) Fund was introduced as part of the Manitoba Budget Address on March 25, 2009. On January 1, 2011, a WRARS Levy was imposed on the Rossburn Landfill.
The intent of the WRARS Levy is to help discourage waste generation and encourage increased recycling and waste diversion activities. All revenue collected from the WRARS Levy is held in the WRARS Fund. This fund is managed by Green Manitoba, a special operating agency of the Province of Manitoba.
WRARS Program objectives include:
- improving Manitoba's waste diversion rate;
- encouraging sustainalbe waste management practices;
- improving municipal waste diversion activities including recycling and composting; and
- supporting Manitoba's electronic waste (e-waste) and household hazardous waste (HHW) management programs.
Councils of the Town and R.M. of Rossburn have 4 choices regarding how to pay the cost of this levy:
- General tax revenue
- Implement a tipping fee, targeting specifi landfill uses
- Encourage recycling
- A combination of 1, 2 & 3.
Eighty (80) percent of the levy collected by the Province will be paid back to the municipalities based on their level of recycling. Based on the current recycling rates, the net cost of the program will be about $3,509.00, to be paid 50/50 by the Town and R.M. Diverting just 3% of refuse from the landfill to recycling would cover the cost of the levy. Increasing that to 10% would result in a profit of about $20,000.00.
In the next couple of months, councils will be making a decision regarding how to best cover this levy. Increasing recycling is the most desirable option.

Tuesdays from 1:30 pm to 4:30 pm and from 7:00 pm to 9:00 pm;
Thursdays from 1:30 pm to 4:30 pm;
Saturdays from 9:00 am to noon.
From October to April
Tuesdays from 1:30 pm to 4:30 pm;
Thursdays from 1:30 pm to 4:00 pm;
Saturdays from 9:00 am to noon.
